Brookline Police Chief
Daniel C. O'Leary's Welcome

Daniel C. O'LearyIt is my pleasure to welcome you to the Brookline Massachusetts Police Department. Brookline is a town with a population of more than 58,000 residents which is situated just outside the City of Boston. On any given day, commuters to area colleges, work and hospitals swell our population to more than 100,000. We are bordered on three sides by the City of Boston and the fourth side by the City of Newton. Our Police Department is made up of 140 sworn officers. We have a full time civilian dispatch staff of 15 members who are responsible for handing all calls for police, fire and ambulance services. We also have a full time civilian staff of 24 members who are responsible for support functions as well as parking enforcement throughout the Town. We have recently re-organized and created a second-in-command position who has the rank of Superintendent. As part of this reorganization, we combined our Records and Traffic offices and hired a civilian budget manager who is responsible for overseeing the budgets and expenditures of both Police and Fire Departments. In April of 2002, we moved into our newly redesigned and furnished Public Safety Building which houses all police functions and our Town's Fire Department Headquarters.

An important part of our mission is to work with our community to prevent crimes and problems or to solve them before they negatively impact a person's quality of life. With this in mind, we are constantly striving to provide the most efficient and effective police services possible. A major part of what we do is to work with all segments of our community to prevent crimes from occurring. To assist us in this effort, we have utilized technology as much as possible to ensure our officers have the most accurate and up to date information available to them. All of our cruisers are equipped with laptops through which our officers can access all police reports, crime incidents and conduct call reviews through our Department's Computer Aided Dispatched System. Our officers can do their reports through these laptops which allows them to remain on the street. We have installed a problem-solving program where an officer describes a crime or neighborhood problem they are facing. All officers then become aware of this problem and are expected to work to solve it when they are assigned to the problem area.

We also provide our officers with the highest level of training possible. Over the past 18 months our officers have received approximately 90 hours of instruction on topics ranging from cultural diversity to law to computers to weapons of mass destruction.

We are constantly trying to manage our crime rate. As part of our recent re-organization we now staff full-time positions in crime analysis and intelligence. These officers work together to look for emerging crime trends. When these trends are uncovered, we direct our officers to those areas where they will have the most direct impact on preventing or ending these crimes. Our efforts here have proven successful a number of times when our officers make arrests before a crime spree truly develops. Beyond this we have solid relationships with our neighboring Police Departments that allows for the easy exchange of information which is very beneficial in controlling crime.

We, as a police organization, have accomplished a lot over the years. It is part of our culture to continue to make changes that allow us to do the best we possibly can. We will continue to look ahead in order to accomplish our mission.
