Divisions Division Overview
In September 2004 Captain Robert M. Mello was promoted to Superintendent. The responsibilities of the Superintendent are to assist the Chief of Police in the day-to-day operations and business of the Police Department. This includes supervising police personnel in the performance of their official duties, maintaining discipline, resolving and coordinating issues, concerns and grievances from the collective bargaining representatives and providing training and motivation. He served two years in the United States Army. He began his career at the Brookline Police Department on June 16, 1980, moving up through the ranks and being promoted to Captain on May 15, 1995. Superintendent Mello was Captain of the Patrol Division for eight years before taking over the reins of the Detective Division in September 2003. Superintendent Mello has a Bachelor’s Degree in Criminal Justice from Northeastern University and a Master’s Degree in Criminal Justice from Western New England College. He was trained with the United States Secret Service Dignitary Protection Program. He has attended the Senior Management Institute for police – a program developed and taught by the Police Executive Research Forum in Washington, D.C. He is also a lifelong resident of Brookline. Captain Thomas Keaveney Captain Thomas G. Keaveney joined the Brookline Police force in 1977. Over the years he has worked his way up through the ranks. He was promoted to Sergeant in 1984. During this time as a Patrol Supervisor, Keaveney received an Award from the Brookline Lodge of Elks for his actions which resulted in the arrest of an individual in Cambridge for the horrific homicide of a pregnant woman in Brookline. In addition he was chosen Police Officer of the Year by the Brookline Police Department. Later promoted to Lieutenant he was assigned as a Commanding Officer of a platoon in the Patrol Division. He was then promoted to Detective Lieutenant and was head of the Night Detective Unit. This unit was specifically responsible for investigating all major crime and drug law violations. After serving this unit, he was appointed Internal Affairs Officer for the Brookline Police Department. He was later assigned as Acting Captain of the Detective Division until formally promoted to the rank of Captain. Keaveney currently commands the Patrol Division which is comprised of approximately 90 officers that include 9 Sergeants and 5 Lieutenants. In addition he is currently a member of ATAC (The Massachusetts Anti-Terrorism Advisory Council) which is a part of the Joint Terrorism Task Force of Massachusetts. He also trained with the United States Secret Service Dignitary Protection Program and has been a member of the States Domestic Violence and Juvenile Association. The Patrol Division is the first to respond to all calls of any emergency nature. The Officers are trained and disciplined to ensure that any crime scene investigation is immediately handled in a professional and effective manner. The men and women who serve as Patrol Officers and Supervisors in the Brookline Patrol Division are second to no other department.
Captain Gropman is a 1981 graduate of Brookline High School. He joined the police department in 1989 and was promoted to Sergeant in 1995. He served as the Police Prosecutor and the Liquor Control Officer as a Lieutenant before being promoted to Captain in 2004. Captain Gropman holds a Doctorate in Education from Boston University. The Brookline Traffic and Records Division is comprised of 10 sworn Officers, 9 Traffic Control Officers, 14 School Traffic Supervisors, and 6 civilian office personnel. All sworn traffic investigators have advance traffic investigation training. These Officers investigate personal injury, hit & run, and property damage accidents. They also concentrate enforcement in high accident locations, and address a multitude of other traffic and parking problems. Traffic Control Officers enforce parking regulations while School Traffic Supervisors assist children to and from school. The office staff in the Traffic and Records Division performs a number of important tasks. They process all parking and traffic data, and handle thousands of archived and current police documents. The Traffic and Records Division was recognized in 2003 by the International Association of Chiefs of Police for excellence, and continues to improve traffic safety in Brookline through the use of advanced technology.
Captain Morgan graduated from Brookline High School, received a Bachelor of Science Degree in Criminal Justice from the Boston State College and a Master of Science Degree in Criminal Justice from Western New England College. Captain Morgan served three years active duty in the United States Army, Army Security Agency. Captain Morgan was appointed to the Brookline Police Department in 1983; he was assigned as a Detective from 1987 to 1992 then promoted to Sergeant serving as a Patrol Sergeant and a Detective Sergeant until his promotion to Lieutenant in 1995. He was then assigned as Night Commander of the Detective Division until his promotion to Captain in 2003. Captain Morgan was assigned to the Service Division before being assigned Commander of the Detective Division in 2004. Captain Morgan is a graduate of the F.B.I. National Academy in Quantico, VA., has received advance training in homicide and narcotics investigations and was previously assigned to the Boston Police Youth Violence Strike Force. The Detective Division is comprised of nineteen detectives and detective supervisors. Our unit provides comprehensive investigative services for the entire police department. We have investigators assigned and trained in investigating Domestic Violence, Juvenile Crimes, Civil Rights Violations (Hate Crimes), Sexual Assaults, Crime Scene Services along with general investigations. The Detective Division is also responsible for Intelligence Analysis, Firearms Licensing, Sex Offender Registry compliance and Evidence and Property Management. Captain John D. O’Leary was appointed a police officer for the Town of Brookline on June 16, 1980, and as his career progressed he was appointed to the rank of sergeant in the Spring of 1993 assigned to the patrol division. In the Fall of 1995, he was promoted to Lieutenant continuing in the same division, and was appointed to his present position as head of the Community Relations Division of the Brookline Police Department in September 2003.
